Waterline Rehabilitation Project

In the interest of public outreach and transparency, the Board of Directors would like to advise residents of West Harris County Municipal Utility District No. 9 (WHCMUD 9) regarding the upcoming waterline rehabilitation project.

In Phase 1, the District engineer plan to “pipe burst” all of the waterlines and appurtenances from the southern boundary of West HCMUD 9 to the HCFCD Drainage Easement. See exhibit attached.

How will this impact me as a resident in the construction area?

“Pipe Bursting” is considered to be one of the least invasive forms of pipe rehabilitation to residents. You will see and hear construction throughout the day, but the construction limits should allow for traffic to flow. Contractors will leave the construction areas free of any debris on a daily basis. Door tags will be distributed to affected homes prior to any required water disconnection. The water service should only be impacted for the day of service to line segment that serves affected residences.

What is Being Replaced?

The facilities that will be replaced include the water mains, flushing valves (fire hydrants), gate valves, and the water line taps up to the meters. Residential water meters will be replaced as needed. All areas damaged due to construction will be repaired or replaced, including resodding grass in yards and concrete sidewalks.

What is the Procedure?

The contractor will coordinate with the District Operator to determine the length of pipe that is to be pipe-bursted for the day. There are two bore pipes dug, one at each end of the pipe segment that is to be replaced. The new waterline will then be pipe-bursted through the same path as the existing line. After the line is installed in place, the operator will provide the taps and reconnect serve to the residents. This will all take place in one day.

When will this occur?

The overall schedule will be provided by the Contractor after the Preconstruction Meeting.

  • Bang Elementary School Impact: The contractor/ District Operator will contact the school prior to disconnecting water service to the school and will be completed during a time period where it is not in session. More on this after the pre-con meeting.
